When you need it

Use this one when your original documents have already been returned and only the registered charge (mortgage entry) itself is still unsatisfied; use Complaint for Delay in Returning Title Deeds instead if the documents themselves have not come back either. More than 30 days after full repayment, the lender still hasn't returned documents or filed charge satisfaction.

RBI's 13 September 2023 direction requires both within 30 days, Rs 5,000/day compensation for entity-attributable delay, plus 30 extra days if originals are lost/damaged (lender bears copy costs). State the closure date, deadline, outstanding action, follow-ups, days claimed and relief sought. No reply within 30 days (or an unsatisfactory one): escalate a bank/NBFC complaint to the RBI Ombudsman (RB-IOS 2026) within 90 days of the deadline or last reply. HFCs are outside that scheme — go to the National Housing Bank after their own grievance officer.

COMPLAINT FOR DELAY IN REMOVING A CHARGE

LEGAL BASIS

Punjab: RBI's 13 September 2023 direction requires covered lenders to return originals and remove registered charges within 30 days and provides Rs 5,000 per day for lender-attributable delay. The lender grievance office receives the complaint. If the lender does not reply within 30 days, or its reply does not resolve the complaint, a complaint against a bank or a non-banking finance company covered by the Reserve Bank – Integrated Ombudsman Scheme, 2026 can be taken to the RBI Ombudsman within 90 days of that deadline or of the lender's last reply, whichever is later. Housing finance companies are outside that scheme: a complaint against one goes, after the company's own grievance redressal officer, to the National Housing Bank. Any Punjab local charge-record update is a separate authority process.

Chandigarh: The same RBI duties and compensation rule apply. A Chandigarh sector property's local charge record sits in the Estate Office file under the Capital of Punjab (Development and Regulation) Act, 1952 and Chandigarh Estate Rules, 2007. The Estate Office fee and appeal route for any separate charge-deletion request were not confirmed.
