When you need it

For after full repayment, when you need the lender's written confirmation the account is closed — a zero-balance app screen doesn't confirm security release or charge status. States the closure date/reference and asks for exact status.

RBI's 13 September 2023 direction requires document return and charge removal within 30 days, with Rs 5,000/day compensation for lender-attributable delay. Punjab/Chandigarh separately require clearing the local property record.

What follows is written for Punjab and Chandigarh. It states the position there rather than describing how it varies, so the amounts below are the ones that apply — worth confirming at the sub-registrar’s office, because rates change. If the property is anywhere else in India, none of this is yours.

NO-DUES CERTIFICATE REQUEST FROM A LENDER

Request date: 2 April 2026

To ABC Bank Ltd, Sector 17, Chandigarh.

Borrower: Aarav Sharma, Sector 21, Panchkula. Loan: Home loan ending 1188. Property: Apartment 804, ABC Heights, SAS Nagar, Punjab; Apartment 804, Tower B; deed no. 2345.. Regime: Punjab freehold/revenue-record property.

Loan closed: 1 April 2026. Closure reference: X. Requested certificate scope: Loan account closed with nil dues. Original-document status: Documents already returned.

LEGAL BASIS

Punjab: The RBI direction dated 13 September 2023 requires covered lenders to return originals and remove registered charges within 30 days after full repayment or settlement and provides Rs 5,000 per day for lender-attributable delay. The lender branch or grievance office receives this request. If the lender does not reply within 30 days, or its reply does not resolve the complaint, a complaint against a bank or a non-banking finance company covered by the Reserve Bank – Integrated Ombudsman Scheme, 2026 can be taken to the RBI Ombudsman within 90 days of that deadline or of the lender's last reply, whichever is later. Housing finance companies are outside that scheme: a complaint against one goes, after the company's own grievance redressal officer, to the National Housing Bank.

Chandigarh: The same RBI closure obligation applies. For sector or estate property, the no-dues certificate is supporting evidence for the Estate Office file under the Capital of Punjab (Development and Regulation) Act, 1952 and Chandigarh Estate Rules, 2007; it does not itself delete a local charge entry. The Estate Office fee for that later step was not confirmed.
