When you need it

The Society's only proof of what its general body decided; an unminuted decision is hard to prove to the Registrar, a bank or an auditor. For a Punjab/Chandigarh AGM under the Punjab Co-operative Societies Act, 1961, 1963 Rules and bye-laws — covering minutes confirmation, annual report, accounts, profit, auditor, budget, admissions, bye-law amendments, property, committee election, special business, plus presiding officer, notice, defaulters, quorum, voting.

What follows is written for Punjab and Chandigarh. It states the position there rather than describing how it varies, so the amounts below are the ones that apply — worth confirming at the sub-registrar’s office, because rates change. If the property is anywhere else in India, none of this is yours.

Stamp duty

Punjab/Chandigarh: minutes aren't executed between parties — ordinarily unstamped. A decision binding an outsider (lease, mortgage, works contract) is stamped via its own instrument; a resolution copy never substitutes.

Registration

Punjab/Chandigarh: not registrable — s.17(1)(b), Registration Act 1908 catches rights in property ≥₹100; a resolution only authorises the deed, which goes to the Sub-Registrar. Report the meeting date/election result in the Society's returns.

Notarisation

Punjab/Chandigarh: not needed — the minute book entry is the original; give a certified true copy (Secretary/Chairman, under seal) if asked, notarise only if insisted on.

Witnesses

Punjab/Chandigarh: none — signed by chair and Secretary, not attested. Keep the notice with proof of service, the signed attendance register, and any ballot papers.
