Property registration in Mohali: the Easy Registry steps
In Mohali, as anywhere in Punjab, a sale deed is registered at the Sub-Registrar or Joint Sub-Registrar of the tehsil where the property lies, after you book a slot and generate the challan on Easy Registry (easyregistry.punjab.gov.in).
You pay the stamp duty and fees against that challan, then attend with every seller, every buyer and two witnesses; registration of a sale deed is a one-day notified service.
Present the deed within four months of signing it.
Checked on against the Punjab Revenue Department’s published fee table and the registration notes on our sale deed page; the GMADA time limits are as stated on GMADA’s own pages, from the forms on our downloads pages. The fee table carries no date and no notification number, so confirm the figures at the counter when you book. Guide updated .
Where is property registered in Mohali?
At the office of the Sub-Registrar or Joint Sub-Registrar of the tehsil in which the property lies; for Mohali and IT City our pages name S.A.S. Nagar. The Tehsildar and the Naib Tehsildar sit as those officers ex officio, with the Deputy Commissioner as Registrar of the district. The office is fixed by where the property is, not where the parties live, and it is never a notary’s office.
Registration runs on Easy Registry, the Punjab instance of the National Generic Document Registration System. The Revenue Department describes it as live in the Sub-Registrar offices of all twenty-two districts, while its own land records portal lists twenty-three districts, so confirm that your office is on the portal rather than assume it.
What are the steps to register a sale deed on Easy Registry?
- Check the property can be sold now. Every recorded co-owner must sign the deed, or first give up their share by a registered release deed. A plot from a development authority such as GMADA needs that authority’s written transfer permission and its no-dues certificate before the sale deed; GMADA’s page states 15 working days for the permission (GMADA’s application form).
- Work out the value and the duty. Duty is charged on the higher of the price and the Collector rate: 7.25% in all, with 3% instead of 5% on the duty part for a woman buyer. Our Punjab stamp duty guide sets out each charge.
- Buy the e-stamp in the name of a party to the deed, and do not buy it far in advance: an e-stamp certificate left unlocked for more than four months is locked.
- Book the slot and generate the challan on Easy Registry. Pay the stamp duty, the 1% cess, the 1% Board fee, the 0.25% Special Infrastructure Development Fee, the registration fee, the facilitation charges and the Rs 200 pasting fee against the challan.
- Attend on the day with all the sellers, all the buyers and two witnesses. Photographs and biometrics of the parties and the witnesses are captured at the counter, and the e-stamp is locked against the deed.
- Registration of a sale deed is a one-day notified service, with two extra days where the application goes through a Sewa Kendra. A certified copy of the registered deed is a seven-day service, and a non-encumbrance certificate a three-day service.
- Then start the mutation (intkal) and, for a GMADA property, the transfer in GMADA’s records, as described below.
Which documents should you keep ready?
Our free registration presentation checklist lets you tick off the stamp, the fee, identities, PAN and TDS, title papers, NOCs and dues before you go. Our sale deed page lists what to carry:
- The stamped deed, in the number of copies the office needs
- The original prior title deeds and the chain behind them
- PAN for every party, or Form 60 where a party has none, and Aadhaar for the biometric capture
- Passport photographs
- The current jamabandi or fard, from jamabandi.punjab.gov.in or a Fard Kendra, and the non-encumbrance certificate
- The latest property tax receipt
- The Form 26QB acknowledgement, where tax was deducted at source because the price is Rs 50 lakh or more
- The lender’s no-objection certificate and the original deeds, if a loan is being closed out of the price
- For a flat in a society, the association’s no-objection certificate and share certificate. The Registrar of Cooperative Societies, Punjab confirmed on 13 January 2026 that no society NOC is needed for an individual member’s conveyance.
- Two witnesses: adults who are not parties to the deed, each carrying their own Aadhaar and photo identity

What are the time limits?
- Present the deed within four months of signing it (section 23 of the Registration Act, 1908).
- If that is missed, the Registrar may accept it within a further four months on a fine of up to ten times the proper registration fee (section 25).
- After eight months it cannot be registered at all, and the buyer is left with a suit for specific performance.
- Mind the stamp too: an unlocked e-stamp certificate is locked after four months, and an e-registration receipt after one month.
Who has to attend, and what if someone cannot?
Every seller, every buyer and two witnesses attend. In Punjab there is no special class for the first witness, but choose people who can be found again: a witness who cannot be traced years later is of no use if the sale is challenged.
A party who cannot attend can act through an attorney, but a power of attorney used to sign the deed must be registered, not merely notarised. One signed abroad must be signed before the Indian embassy, consulate or high commission, or notarised locally and apostilled, and then stamped in India within three months of its receipt in India. Our power of attorney for property registration is drafted for this.
There is no such thing as a “notarised registry”. A notarised but unregistered sale deed does not transfer title, and it cannot even be used as evidence of the sale.
What happens after registration?
The mutation (intkal) does not happen by itself. The Sub-Registrar sends a Parcha Yadasht with a copy of the deed to the Tehsildar’s office; the Halqa Patwari enters the mutation, the Field Kanungo validates it, and the Circle Revenue Officer sanctions it and recovers the mutation fee, which the buyer pays.
- An uncontested mutation is a 45-day notified service. The Easy Jamabandi services launched on 13 June 2025 promise 30 days; work to 45 and ask.
- Report the purchase to the Patwari within three months, or the buyer can be fined up to five times the mutation fee (section 39 of the Punjab Land Revenue Act, 1887).
- A mutation moves the revenue entry; it does not give you title. Your title is the registered deed.
For a GMADA property, apply to the Estate Officer, GMADA to transfer the property in GMADA’s records, with the certified copy of the registered deed and the original transfer permission (GMADA’s application form). GMADA’s page states 5 working days.
