When you need it

For an applicant seeking a Rural Area Certificate from the Tehsildar/SDM in Punjab, certifying ordinary residence in a rural, non-municipal area of the State — asked for by the rural-area weightage some Punjab professional college admissions (agriculture, veterinary and certain other courses) and some state recruitment and scheme notifications give to rural candidates, and as supporting proof for agricultural-scheme eligibility. "Rural" here means outside every Municipal Corporation, Municipal Council and Nagar Panchayat, and outside any area otherwise notified as urban — the same urban/rural line drawn in Punjab's own revenue and local-government notifications.

Chandigarh has no equivalent scheme: the Union Territory has no revenue area notified as rural for this purpose, so this affidavit is written for Punjab only.

Registration

Not a registrable instrument. Annexed to the Rural Area Certificate application filed with the Tehsildar/SDM through the Suwidha Kendra or edistrict.punjabgovt.gov.in, which verifies residence against the Patwari's report and the electoral roll for the village named below before issuing the certificate. There is no Sub-Registrar step.

Notarisation

Sworn before a Notary Public or an Executive Magistrate/Oath Commissioner. Where sworn on the spot at the Suwidha Kendra counter, the attesting officer there may accept their own attestation in place of a separate notary — confirm with that counter before arranging notarisation elsewhere.

Witnesses

None required by law for the affidavit itself. Some Patwaris separately ask for an identifying signature from the Sarpanch or a Panch of the village named below as part of their own verification report — that is a departmental verification step, not a witness to this affidavit.

I, Jaspreet Singh, son of Ranjit Singh, aged 19 years, resident of Village Bhundri, Tehsil Khanna, District Ludhiana 141401, Aadhaar No. XXXX XXXX 1234, do hereby solemnly affirm and declare as under:

1. That I ordinarily reside at Village Bhundri, Tehsil Khanna, District Ludhiana, which is a rural area falling outside the limits of any Municipal Corporation, Municipal Council, Nagar Panchayat or area otherwise notified as urban.

2. That I have resided there since birth.

Property in support: House No. 214, Village Bhundri, owned by my father, Khewat No. 45.

3. That this affidavit is sworn for the purpose of admission to an educational institution under the rural quota, namely B.V.Sc & A.H. admission, session 2026-27, and I am aware that a Rural Area Certificate obtained on this affidavit is liable to verification against the Patwari's report and the electoral roll of the village named above.

4. That the contents of this affidavit are true to the best of my knowledge and belief, that I have concealed nothing material, and that I am aware a false declaration is punishable under law.
