When you need it

A photostat or printed copy of the aks shajra — the existing revenue map of the village or estate, showing every khasra number and its recorded boundary — for a specific field or for the whole village. Buyers and lenders ask for it in title due diligence, it is used to check that a field's shape and neighbours on paper match what is on the ground, and it goes into building-plan, change-of-land-use and boundary-dispute papers.

This is a request for a COPY of the map as it already exists, not the preparation of a new one. Where part of a khasra has been sold, partitioned or mutated and you need a fresh sub-division sketch of the resulting piece, that is a tatima shajra — a different document prepared by the Patwari for that specific purpose — and is not what this application obtains. Punjab: apply to the Halqa Patwari through the Kanungo and the Tehsildar or Naib-Tehsildar of the tehsil, or request the copy at the Fard Kendra of that tehsil or through jamabandi.punjab.gov.in, which carries the current shajra for most districts. Chandigarh has no aks shajra for a sector property held from the Estate Office, whose own site plan and allotment file serve that purpose instead; a village map exists only for the Union Territory's retained revenue estates — Manimajra, the lal dora and phirni villages, and the villages never brought onto the Estate Office scheme — kept by the Patwari of that estate through the Naib-Tehsildar, Chandigarh. A shajra shows numbers and recorded areas as last settled or revised on paper. It does not itself fix a boundary on the ground — that is a separate demarcation (nishandehi) proceeding — and it does not change the record of rights or confer title.

What follows is written for Punjab and Chandigarh. It states the position there rather than describing how it varies, so the amounts below are the ones that apply — worth confirming at the sub-registrar’s office, because rates change. If the property is anywhere else in India, none of this is yours.

Stamp duty

No stamp duty. A request for a copy of an existing map is not an instrument within s.2(14) of the Indian Stamp Act, 1899 and transfers no right, so nothing in Schedule I-A as applicable to Punjab or to Chandigarh charges it. Only the prescribed copying fee is payable — a small fixed fee under the Punjab Land Records Manual for a manual tracing or photostat, or the fee shown on screen for a printed extract issued through jamabandi.punjab.gov.in or a Fard Kendra. Confirm the figure in force at the counter or on the portal before paying, since it is revised from time to time.

Registration

Not registrable. A copy application creates no interest in land and falls outside s.17 of the Registration Act, 1908.

Notarisation

Not ordinarily required for the recorded owner applying in person. An applicant proceeding on a power of attorney or as an advocate should carry that authorisation in writing; a buyer applying with the owner's consent should carry a letter to that effect. Carry photo identity in every case.

Witnesses

None required.

LEGAL BASIS AND WHAT THIS DOCUMENT IS NOT

The shajra is the graphical companion to the record of rights for agricultural land in Punjab, and for the retained revenue villages of Chandigarh, prepared at settlement and thereafter kept current through periodical revision under the Punjab Land Revenue Act, 1887 and the procedure in the Punjab Land Records Manual. A copy of it shows the numbers and boundaries as last recorded on paper. It is not a demarcation of the boundary on the ground — that is a separate nishandehi proceeding before the revenue authorities — and it is not a title document: it neither transfers nor confirms any interest in the land.

This application does not itself claim, assert or dispute any right in the land; it only asks the custodian of the map to issue a copy of what the record already shows.

Yours faithfully,

Ramandeep Kaur
