When you need it

The tenancy is starting and the parties are exchanging keys and possession — record the condition of walls, floors, doors, plumbing, fittings, appliances and cleaning, plus key counts. This checklist is evidence of starting condition, not a licence to deduct every later mark — and preserves raising a latent defect not visible at handover.

What follows is written for Punjab and Chandigarh. It states the position there rather than describing how it varies, so the amounts below are the ones that apply — worth confirming at the sub-registrar’s office, because rates change. If the property is anywhere else in India, none of this is yours.

Stamp duty

No stamp duty as a preliminary record. Reworded to grant possession or conclude a lease, treat as that instrument.

Registration

Not compulsory — not itself a lease. s.17(1)(d) catches the eventual lease if over a year or yearly rent.

Notarisation

Not required; doesn't replace compulsory registration.

Witnesses

Not required unless the tenancy document adopts witnesses.

MOVE-IN HANDOVER CHECKLIST

Record date: 1 April 2026

Premises: Flat 602, Homeland Heights, Sector 70, SAS Nagar, Punjab

Handover date: 2 April 2026

Landlord: Rajiv Khanna, of House 214, Sector 8-B, Chandigarh, +91 XXXXX XXXXX. Tenant: Amanpreet Singh, of House 88, Phase 7, SAS Nagar, Punjab, +91 XXXXX XXXXX.

  1. 1. Keys and access

Physical keys handed over: 4. Access cards/remotes/devices: 2.

  1. 2. Condition at handover

Walls/paint: Good with no material defect noted. Flooring: Good with no material defect noted. Doors/windows: Operating normally. Plumbing: No visible leak and fixtures operating. Electrical fittings: Switches and visible fittings operating. Appliances: No landlord appliances supplied. Cleaning: Clean and ready for occupation.

Recorded exceptions/defects: Small paint chip behind dining table; balcony latch slightly stiff. Joint photo-set reference: Move-in Photos MI-2026-44. Pending landlord work: Replace balcony latch within 5 days.

This checklist records visible condition and basic operation at handover. It does not exclude a latent defect that could not reasonably be discovered during the handover inspection. Reasonable wear and tear during the tenancy is not damage merely because the premises were recorded in good condition at move-in.

  1. 3. Possession acknowledgement

Tenant acknowledgement: I accept possession subject to the recorded exceptions and pending works. Keys and access devices should be treated as delivered only when the acceptance selected above and the tenancy commencement conditions are satisfied.
