कब ज़रूरत पड़ती है

For an applicant from a village near the international border who is seeking a Border Area Certificate from the Tehsildar/SDM in Punjab — the certificate behind the Border Area Meritorious Candidates (BAMC) quota in admission to Punjab's medical, dental, engineering and certain other professional colleges, and behind Border Area Development Programme benefits. Available only within Punjab's notified border belt — ordinarily a village within the notified distance of the international border in the districts of Amritsar, Gurdaspur, Pathankot, Tarn Taran, Ferozepur and Fazilka, as the Punjab Government's own border-belt notification draws the line village by village.

एक पंजीकरण योग्य लिखत नहीं। सुविधा केंद्र या edistrict.punjabgovt.gov.in के माध्यम से तहसीलदार/एसडीएम के पास दाख़िल सीमांत क्षेत्र प्रमाणपत्र आवेदन के साथ संलग्न, जो प्रमाणपत्र जारी करने से पहले पटवारी की रिपोर्ट, सीमांत-पट्टी अधिसूचना और नीचे नामित गाँव की मतदाता सूची के विरुद्ध निवास का सत्यापन करता है। इसमें कोई सब-रजिस्ट्रार चरण नहीं है।

नोटरी

एक नोटरी पब्लिक या एक कार्यकारी मजिस्ट्रेट/शपथ आयुक्त के समक्ष शपथपूर्वक। जहाँ सुविधा केंद्र काउंटर पर मौक़े पर शपथ ली जाती है, वहाँ का अभिप्रमाणक अधिकारी एक अलग नोटरी के स्थान पर अपना अभिप्रमाणन स्वीकार कर सकता है — कहीं और नोटरीकरण की व्यवस्था करने से पहले उस काउंटर से पुष्टि कर लें।

गवाह

स्वयं शपथ-पत्र के लिए क़ानून द्वारा किसी की आवश्यकता नहीं। कुछ पटवारी अपनी सत्यापन रिपोर्ट के भाग के रूप में नीचे नामित गाँव के सरपंच या किसी पंच से अलग से एक पहचान हस्ताक्षर माँगते हैं — यह एक विभागीय सत्यापन चरण है, इस शपथ-पत्र का गवाह नहीं।

I, Amandeep Kaur, son of Baldev Singh, aged 18 years, resident of Village Dhanoe Khurd, Tehsil Ajnala, District Amritsar 143102, Aadhaar No. XXXX XXXX 1234, do hereby solemnly affirm and declare as under:

  1. 1. That I ordinarily reside at Village Dhanoe Khurd, Tehsil Ajnala, District Amritsar, Punjab, which falls within the belt notified by the Government of Punjab as a border area for the purposes of the Border Area Certificate.
  1. 2. That I have resided there since birth.

Property in support: House No. 62, Village Dhanoe Khurd, owned by my father, Khewat No. 18.

  1. 3. That this affidavit is sworn for the purpose of admission under the Border Area Meritorious Candidates (BAMC) quota, namely MBBS admission, session 2026-27, and I am aware that a Border Area Certificate obtained on this affidavit is liable to verification against the Patwari's report, the border-belt notification and the electoral roll of the village named above.
  1. 4. That the contents of this affidavit are true to the best of my knowledge and belief, that I have concealed nothing material, and that I am aware a false declaration is punishable under law and may additionally disqualify the admission or benefit claimed on it.
