For an applicant from a village near the international border who is seeking a Border Area Certificate from the Tehsildar/SDM in Punjab — the certificate behind the Border Area Meritorious Candidates (BAMC) quota in admission to Punjab's medical, dental, engineering and certain other professional colleges, and behind Border Area Development Programme benefits. Available only within Punjab's notified border belt — ordinarily a village within the notified distance of the international border in the districts of Amritsar, Gurdaspur, Pathankot, Tarn Taran, Ferozepur and Fazilka, as the Punjab Government's own border-belt notification draws the line village by village.

ਭਾਰਤੀ ਸਟੈਂਪ ਐਕਟ, 1899 ਦੀ ਅਨੁਸੂਚੀ 1-ਏ ਦਾ ਅਨੁਛੇਦ 4, ਜਿਵੇਂ ਪੰਜਾਬ ਉੱਤੇ ਲਾਗੂ ਹੁੰਦਾ ਹੈ — ਗ਼ੈਰ-ਨਿਆਂਇਕ ਸਟੈਂਪ ਪੇਪਰ, ਆਮ ਤੌਰ ਉੱਤੇ ₹10, ਸੁਵਿਧਾ ਕੇਂਦਰ ਨਿਯੁਕਤੀ ਤੋਂ ਪਹਿਲਾਂ SHCIL (shcilestamp.com) ਰਾਹੀਂ ਈ-ਸਟੈਂਪ ਕੀਤਾ ਜਾਂ ਕਿਸੇ ਲਾਇਸੈਂਸਸ਼ੁਦਾ ਵਿਕਰੇਤਾ ਤੋਂ ਖ਼ਰੀਦਿਆ।

ਰਜਿਸਟਰੀ

ਇੱਕ ਰਜਿਸਟ੍ਰੇਸ਼ਨਯੋਗ ਸਾਧਨ ਨਹੀਂ। ਸੁਵਿਧਾ ਕੇਂਦਰ ਜਾਂ edistrict.punjabgovt.gov.in ਰਾਹੀਂ ਤਹਿਸੀਲਦਾਰ/ਐੱਸਡੀਐੱਮ ਕੋਲ ਦਾਖ਼ਲ ਸੀਮਾਵਰਤੀ ਖੇਤਰ ਸਰਟੀਫਿਕੇਟ ਅਰਜ਼ੀ ਦੇ ਨਾਲ ਨੱਥੀ, ਜੋ ਸਰਟੀਫਿਕੇਟ ਜਾਰੀ ਕਰਨ ਤੋਂ ਪਹਿਲਾਂ ਪਟਵਾਰੀ ਦੀ ਰਿਪੋਰਟ, ਸੀਮਾਵਰਤੀ-ਪੱਟੀ ਅਧਿਸੂਚਨਾ ਅਤੇ ਹੇਠਾਂ ਨਾਮਿਤ ਪਿੰਡ ਦੀ ਵੋਟਰ ਸੂਚੀ ਦੇ ਵਿਰੁੱਧ ਨਿਵਾਸ ਦੀ ਤਸਦੀਕ ਕਰਦਾ ਹੈ। ਇਸ ਵਿੱਚ ਕੋਈ ਸਬ-ਰਜਿਸਟਰਾਰ ਕਦਮ ਨਹੀਂ ਹੈ।

ਨੋਟਰੀ

ਇੱਕ ਨੋਟਰੀ ਪਬਲਿਕ ਜਾਂ ਇੱਕ ਕਾਰਜਕਾਰੀ ਮੈਜਿਸਟਰੇਟ/ਸਹੁੰ ਕਮਿਸ਼ਨਰ ਸਾਹਮਣੇ ਸਹੁੰ ਚੁੱਕ ਕੇ। ਜਿੱਥੇ ਸੁਵਿਧਾ ਕੇਂਦਰ ਕਾਊਂਟਰ ਉੱਤੇ ਮੌਕੇ ਉੱਤੇ ਸਹੁੰ ਚੁੱਕੀ ਜਾਂਦੀ ਹੈ, ਉੱਥੋਂ ਦਾ ਅਭਿਪ੍ਰਮਾਣਕ ਅਧਿਕਾਰੀ ਇੱਕ ਵੱਖਰੀ ਨੋਟਰੀ ਦੀ ਥਾਂ ਆਪਣਾ ਅਭਿਪ੍ਰਮਾਣਨ ਸਵੀਕਾਰ ਕਰ ਸਕਦਾ ਹੈ — ਕਿਤੇ ਹੋਰ ਨੋਟਰੀਕਰਨ ਦਾ ਇੰਤਜ਼ਾਮ ਕਰਨ ਤੋਂ ਪਹਿਲਾਂ ਉਸ ਕਾਊਂਟਰ ਤੋਂ ਪੁਸ਼ਟੀ ਕਰ ਲਓ।

ਗਵਾਹ

ਖ਼ੁਦ ਹਲਫ਼ਨਾਮੇ ਲਈ ਕਾਨੂੰਨ ਵੱਲੋਂ ਕਿਸੇ ਦੀ ਲੋੜ ਨਹੀਂ। ਕੁਝ ਪਟਵਾਰੀ ਆਪਣੀ ਤਸਦੀਕ ਰਿਪੋਰਟ ਦੇ ਹਿੱਸੇ ਵਜੋਂ ਹੇਠਾਂ ਨਾਮਿਤ ਪਿੰਡ ਦੇ ਸਰਪੰਚ ਜਾਂ ਕਿਸੇ ਪੰਚ ਤੋਂ ਵੱਖਰੇ ਤੌਰ ਉੱਤੇ ਇੱਕ ਪਛਾਣ ਦਸਤਖ਼ਤ ਮੰਗਦੇ ਹਨ — ਇਹ ਇੱਕ ਵਿਭਾਗੀ ਤਸਦੀਕ ਕਦਮ ਹੈ, ਇਸ ਹਲਫ਼ਨਾਮੇ ਦਾ ਗਵਾਹ ਨਹੀਂ।

That this affidavit is sworn for the purpose of admission under the Border Area Meritorious Candidates (BAMC) quota, namely MBBS admission, session 2026-27, and I am aware that a Border Area Certificate obtained on this affidavit is liable to verification against the Patwari's report, the border-belt notification and the electoral roll of the village named above.
